Web architecture assistance, Foundation vs. Bootstrap, JQuery, Ruby on Rails

I have an excel workbook to transition to a web app. Given the use and varied combination of several merged cells that are not consistent from one row to the next, the result is not a typical Row:Column grid. I have researched for some time the latest web architecture, frameworks, add-ins etc. I am seeking feedback to help me narrow the field to the arch/software most capable to mimic the excel graphic (this system will not allow me to post a graphic yet). (e.g. Bootstrap has an inherent 12 column limit to work around). I have a total of 17 columns, with a minimum of 17 lines (total number of lines can vary) -- however within these lines the merged cells create a UI where the minimum number of cells across the 17 columns in any given row can be 6, with a max of 17. Hard to describe without the visual - I hope this helps.
